Newly reviewed minutes connect a 7–0 Council vote on the SSA final reading to a separate 7–0 Committee contract motion. The $512,851 construction award then appears on the September 21 Council agenda. Final award, completed work and individual tax bills still require separate records.

    The March minutes record a 6–0 first-reading motion for SSA 26-112, covering the alley between Belle Plaine and Columbia, Washington to Harrison. Staff described a five-year financing period and a proposed first-year levy of $1.570 per $100 of equalized assessed value.

    The September staff memo reports that the public hearing occurred June 15, no objection petition was filed during the following 60 days, and the Committee approved a motion on August 17 by 7–0. The memo still requests the final Council reading; these earlier steps do not establish that final outcome.

    The contract is listed on the September 21 Council consent agenda. The official archive checked September 23 had no linked minutes for that meeting. An agenda is not proof of final award, execution, payment or completion.

What the evidence does not establish

  • The final September 21 Council construction award, executed contract, payment, actual start or completion have not been verified.
  • An individual owner’s levy or tax bill and a certified legal parcel boundary have not been verified. Nearby or same-street property is not proof that a parcel owes this SSA.
  • The posted draft ordinance has an inconsistent Belle Plaine/Stewart cover label versus Washington/Harrison in the body and blank execution fields. The Council minutes resolve the vote, but an executed ordinance and parcel exhibit are still needed to resolve the document details.
  • A construction cost overrun cannot be calculated by subtracting the March $507,483 engineering-and-construction estimate from the September $512,851 construction bid. The scopes differ, and neither number is the final completed project cost.
