Park Ridge stormwater and flood-control projects: approved, built and unfinished
AI-assisted researchHow this was researched and checkedOf the projects ranked in the City's stormwater master plan, only Marvin Parkway is reported built. The City also built a permeable-paver library lot, both with MWRD cost sharing, and green alleys shared with abutting owners. The other ranked projects remain unbuilt: Mayfield Estates waits on MWRD's Prairie Creek work, expected to finish in 2028; the Sibley storm sewer design was last reported about ninety percent complete, its outfall needing a Forest Preserve District license; and Northwest Park needed Park District approval before design. The budget expects new debt for the next project.
Why this connection matters
A consultant priced hundred-year protection from overland flooding at $106,000,000. Of the ranked projects, only Marvin Parkway is reported built. Mayfield Estates depends on MWRD work expected to finish in 2028; others need the Sibley sewer, outside approvals or funding not shown as secured.

A consultant's master plan priced hundred-year protection at $106,000,000
Christopher B. Burke Engineering Ltd. presented its final Stormwater Master Plan summary to the committee on February 12, 2018. Its slides record that the session of September 11, 2017 chose hundred-year protection from overland flooding, with $106,000,000 in projects to reach it. The cost table listed the Sibley Avenue storm sewer at $12,000,000 and, at the hundred-year level, the Northwest Park area at $15,700,000, Cherry Street at $5,700,000, Milton/Irwin/Babetta at $2,300,000 and Mayfield at $2,500,000; Marvin Parkway was listed at $2,300,000 for fifty-year protection. An earlier rate analysis had recommended a fee of $11 per unit per month on an assumed program of $40,000,000; the slides flagged it for review, then recommended keeping the rate at $11.

Aldermen agreed to start three ranked projects and to fund the first year from fund balance
In committee on April 9, 2018, aldermen reached consensus to start Mayfield Estates, the West Sibley corridor and Marvin Parkway, though MWRD's permission for Mayfield was still pending. Staff's phasing plan of October 1, 2018 put Mayfield first, the Sibley Avenue storm sewer second and Marvin Parkway third, totaling $26,723,120 with the projects that depend on the Sibley sewer; yearly totals ran from $784,000 in the first year to $11,376,060 in the fourth. With Mayfield contingent on MWRD's project, staff sought only a Sibley feasibility study estimated at $1,200,000 and Marvin Parkway design at $184,000. The chair asked for consensus to spend the $784,000 from fund balance, as staff recommended, and the minutes record consensus.

A stormwater fee was created at zero, and the next project needs new debt
Committee minutes of August 28, 2017 record that a stormwater utility fee approved at $0 would take effect that September. A draft fee schedule presented on June 22, 2020 still set the rate at $0 per runoff unit per month. The budget for the fiscal year ending December 31, 2026 carries the Mayfield and Dempster lines in the Sewer Fund and states that a stormwater project anticipated in 2027 will require new debt funding, with annual service expected to be less than on an obligation expiring in 2028. It says these one-time costs will temporarily draw the Sewer Fund below its minimum and that recovery requires a 27% increase in sewer charges.

The Council awarded the Sibley corridor design on staff's recommendation
The Council deferred the Sibley corridor design contract on March 18, 2019 and on April 3, 2019 awarded it to Christopher B. Burke Engineering LLC for $286,604 by a 7–0 vote; four proposals had arrived by February 28, 2019. Staff preferred the firm's proposal to one whose base cost it estimated at $273,740: staff judged that proposal's allowance for modeling and permitting low for the project's scope, called the firm's proposal the most comprehensive approach to the request, and cited the firm's experience with the City's sewer system and its development and maintenance of the City's current model.

The Sibley corridor design is not reported finished in these records
The status table of August 7, 2023 called the design about ninety percent complete and said a Forest Preserve District license, which first requires a City commitment, is needed for the outfall; two further ranked projects must wait for the Sibley sewer. Audited notes for the periods ending December 31, 2022 and December 31, 2025 list the Sibley Flood Project's authorization, amount expended to date and remaining commitment. Both show a $286,604 authorization, the design contract's amount, and the same expended-to-date figure, which is lower, leaving a balance still committed.

MWRD agreed to share the cost of a permeable-paver library parking lot
On November 4, 2019 the Council took up an MWRD agreement for a green parking lot at the library, which staff expected to cost $1,300,000 or less in total. MWRD was to pay half of construction up to $650,000, and staff put the City's cost at about $600,000. Negotiation cut the agreement's term to twenty-five years, and staff later reported that the City entered into it in 2019. Design went to an engineering firm for $120,835 on March 15, 2021 and construction to Copenhaver Construction, Inc., low bidder at $1,263,511, on September 20, 2021. The two awards total $1,384,346. The status memo of August 7, 2023 lists the library lot among completed permeable-pavement projects.

Green alleys added permeable pavement, shared with abutting owners
Green alleys have brick-paver centers that let water soak in, and abutting owners pay half through a special service area. The Council awarded construction to Martam Construction, Inc. for $747,424 on August 1, 2022 and to Acura, Inc. for $799,342 on August 18, 2025, together $1,546,766. The memo of August 7, 2023 counts two alleys completed and two more set for 2024. On July 15, 2024 the Council voted down service area 23-106, which the minutes say ended that alley, and took up area 23-107; a memo of October 7, 2024 said neither designed alley won approval of its area. A further Acura, Inc. contract, low bid $512,851, was proposed for the Council meeting of September 21, 2026 after a committee vote of 7–0; those minutes are not in these records.

Mayfield Estates has waited years on MWRD's Dempster sewer
Mayfield Estates, ranked first, needs a sewer MWRD must build on Dempster. On November 13, 2017, staff told the committee MWRD would not begin before the 2019 construction season. The memo of August 7, 2023 said MWRD's work was tentatively set for 2025. On May 6, 2024 the Council approved, by a 7–0 vote, buying a parcel for the project's pump station. On May 18, 2026 it approved an agreement for MWRD's Prairie Creek project, which includes the Dempster sewer, estimated at $33,800,000 and expected to finish in the fall of 2028. The City is to fund upsizing estimated at $436,369 and to maintain the work within City limits for fifty years.

Mayfield design money has been carried forward and construction pushed back
The budget for the year ending December 31, 2026 has Mayfield design at $800,000 for the prior year and $800,000 requested again, Dempster at $200,000 then $450,000, and construction of $5,000,000 for the year after. Its prior-year Sewer Fund capital projection, $480,000, equals the sewer-lining line alone, leaving $0 for other lines. The draft plan of September 21, 2026 requests design again at $800,000, and staff put construction in 2028, a year later, if MWRD's timing holds. Public Works rated half complete its prior-year goal to design the Mayfield project, coordinate pump-station design and the outlet connection with MWRD, and continue coordination and maintenance for the Prairie Farmers Creek and Dempster sewer project.

The other ranked projects have no construction award in these records
No construction contract for Sibley, Milton/Babetta/Irwin, Cherry Street, Northwest Park or Mayfield Estates appears in these records. At the master plan's estimates, at the hundred-year level where given, these five total $38,200,000. The status table of August 7, 2023 prints its own estimates in millions; they are higher than the master plan's for each of these projects except the unchanged Sibley sewer, and Mayfield's now includes the Dempster sewer upsizing. It says Northwest Park needs Park District approval before design. On March 9, 2020, staff told the committee that under revised rainfall data the former hundred-year storm is more frequent, and that new designs would use that data.

What remains unresolved?
What the evidence does not establish
- How much MWRD actually paid for the library lot and Marvin Parkway; the records show the agreed shares, not receipts.
- The final cost of Marvin Parkway after the purchase-order increase, and of the library lot at close-out.
- Why reported Sibley design spending has not changed since the period ending December 31, 2022, and whether the Forest Preserve District license was pursued.
- Whether the stormwater utility fee was changed after the draft fee schedule of June 22, 2020.
- The amount and form of the new debt the budget anticipates for the stormwater project in 2027.
- Whether the City Council approved the proposed green alley contract scheduled for its meeting of September 21, 2026.
- What level of protection the built Marvin Parkway project gives; its final design stored less water than the concept, and revised rainfall data changed what counts as a hundred-year storm.
- When MWRD will bid and award its Prairie Creek project; staff described the timing differently in committee and in the agreement memo.
- The full cost of the green alley program, including engineering design contracts not totaled here.
MWRD reimbursement records for the library lot and Marvin Parkway
They would show whether the agreed MWRD shares were paid and the City's net cost.
Close-out and final payment records for the Marvin Parkway construction contract
They would give the final construction cost after the purchase-order increase.
Forest Preserve District license file for the Sibley outfall
The status table names this license as the step the Sibley storm sewer needs.
Minutes of the City Council meeting of September 21, 2026
They would show whether the proposed green alley contract was approved.
Any bond ordinance or financing plan for the Mayfield Estates construction
The budget says the next stormwater project will require new debt funding.
MWRD's Prairie Creek bid award and construction schedule
Mayfield's design and construction are timed to MWRD's regional project.
What does the evidence suggest, and what would change it?
The records support a narrow picture: the City built one ranked master-plan project, Marvin Parkway, and a permeable-paver library lot, both with MWRD cost sharing, plus green alleys shared with abutting owners. The other ranked projects remain unbuilt, each waiting on MWRD's regional sewer, a prerequisite project, an outside approval, or funding the budget says will need new debt.
Searched City Council and Committee of the Whole records from Aug 28 2017 to Sep 21 2026 (agendas, approved minutes, ordinances, staff reports).
- Confidence
- Medium confidence
- Approved minutes, staff memos, audited notes and budget tables agree on the sequence and amounts, but the completion and unfinished-project readings rest partly on staff status tables, table-column interpretation and the absence of later records.
What supports it
- The City's own status table marks Marvin Parkway completed and shows no other ranked project as built.

- The latest audited notes still list a Sibley Flood Project commitment equal to the design contract, with the same spent-to-date figure as three years earlier.
p. 85 · Staff memo of Fiscal Year 2025 Annual Comprehensive Financial Report (Memorandum), City Council, Aug 3 2026. Open the quote and source.
- MWRD's regional project, the prerequisite for Mayfield Estates, is expected to finish in 2028.

Open the quote and source.
- The budget states the next stormwater project will need new debt funding, which these records do not show as issued.
p. 44 · Staff memo of Public Hearing for Fiscal Year 2026 Budget, City Council, Dec 15 2025. Open the quote and source.
- The status table said Northwest Park needed Park District approval before design could begin.

- The Council awarded the Marvin Parkway construction contract by a recorded roll-call vote, the award behind the one ranked project reported built.
p. 3 · Approved minutes of City Council minutes, 2021-06-21, City Council, Jun 21 2021. Open the quote and source.
- The Council awarded the library lot's construction contract by a recorded roll-call vote, and staff later listed the lot among completed projects.

What points the other way
- Staff said the City has budgeted its portion of MWRD's Dempster sewer work for years, so that piece of the funding has been set aside in budgets.
p. 1 · Staff memo of Flood Reduction Initiatives and Stormwater Master Plan Status (Memorandum), Committee of the Whole, Aug 7 2023. Open the quote and source.
- The Prairie Creek agreement commits the City to fund the Dempster sewer upsizing, estimated at $436,369, so the City's share of that prerequisite is defined.
p. 1 · Staff memo of Approve an Intergovernmental Agreement between the City of Park Ridge and the Metropolitan Water Reclamation District of Greater Chicago for Construction and Maintenance of a Flood Control Project on Prairie Creek (Memorandum), City Council, May 18 2026. Open the quote and source.
- MWRD agreed to reimburse $950,000 of Marvin Parkway construction, so outside money was committed alongside City funds.
p. 1 · Staff memo of Approve the Intergovernmental Agreement By and Between the City of Park Ridge and the Metropolitan Water Reclamation District of Greater Chicago for the Design, Construction, Operation and Maintenance of the Marvin Parkway Flood Control Project in Park Ridge, Illinois, City Council, Apr 19 2021. Open the quote and source.
- The budget's list of City goals still includes continuing to fund and build the flood mitigation project west of Sibley Avenue, so that work remains a stated objective.
- The Council approved buying a parcel for the Mayfield Estates pump station, a concrete step toward that project.
p. 5 · Approved minutes of City Council minutes, 2024-05-06, City Council, May 6 2024. Open the quote and source.
- Public Works rated its prior-year goal, which covers Mayfield design and coordinating the pump-station design and outlet connection with MWRD, as half complete, so work toward the project was reported under way.
p. 93 · Staff memo of Public Hearing for Fiscal Year 2026 Budget, City Council, Dec 15 2025. Open the quote and source.
- The budget says one-time Mayfield and Dempster capital costs will draw the Sewer Fund below its minimum, with recovery requiring a 27% increase in sewer charges, so a funding path is planned.
p. 31 · Staff memo of Public Hearing for Fiscal Year 2026 Budget, City Council, Dec 15 2025. Open the quote and source.
- The budget expects annual service on the new debt to be less than on an obligation expiring in 2028.
p. 44 · Staff memo of Public Hearing for Fiscal Year 2026 Budget, City Council, Dec 15 2025. Open the quote and source.
- The consultant's slides record Council guidance to base rates on the hundred-year program spread over two twenty-year programs, so the plan's horizon runs well beyond these records.
p. 4 · Staff memo of [name withheld] Presentation (Memorandum and Presentation), Committee of the Whole, Feb 12 2018. Open the quote and source.
Assumptions
- Capital-plan amounts are read by the printed column headers; the text layer does not keep table cells, so the fund totals were used to confirm which column each amount belongs to.
- The absence of construction awards for the other ranked projects reflects no approval, not a gap in the collected records.
- Master-plan amounts are planning estimates in the dollars of their year and are not directly comparable to later bids.
- Staff status reports and budget goal ratings are taken as reported; no close-out, acceptance or final payment records were reviewed to confirm them.
Other explanations
- Work on the unbuilt projects may have advanced through staff actions, grant applications or MWRD coordination that never became agenda items. (still open)
- Unchanged Sibley spending could reflect an unbilled balance on a largely finished design rather than halted work. (still open)
- The Council may have chosen to limit the program to the first-ranked projects rather than leaving later projects unfunded by default. (still open)
- The program was framed as two twenty-year programs, so the pace to date may reflect that long horizon rather than a halt. (still open)
What would change this
- Records show a construction award, license or agreement for the Sibley outfall, Northwest Park or the projects that depend on the Sibley sewer.
- Minutes show debt issued or another funding source adopted for the Mayfield Estates construction.
- MWRD's Prairie Creek contract is awarded on a different schedule than staff reported.
- A later fee schedule sets the stormwater utility fee above zero.
