The September 8 agendas separated the construction contract from proposed owner financing. Final action and individual charges remain unverified after a September 15 archive review.

Why this connection matters

A physical improvement and a property-charge boundary are different records. Following both shows which owners may bear costs and which votes must occur before treating a proposed charge as established.

    Start the SSA process, not construction

    The March minutes record a 6–0 first-reading motion for SSA 26-112, covering the alley between Belle Plaine and Columbia, Washington to Harrison. Staff described a five-year financing period and a proposed first-year levy of $1.570 per $100 of equalized assessed value.

    A later memo records the hearing and Committee action

    The September staff memo reports that the public hearing occurred June 15, no objection petition was filed during the following 60 days, and the Committee approved a motion on August 17 by 7–0. The memo still requests the final Council reading; these earlier steps do not establish that final outcome.

    Receive bids with a separate construction price

    Six bids were opened August 20. Staff recommends Acura’s $512,851 bid. The September memo proposes a 50% City / 50% abutting-owner split and says individual costs depend on completed construction cost.

    The September 8 outcomes still need a verified record

    September 8 has passed. The Council agenda lists the final SSA reading, while the Committee agenda lists the construction contract. On September 15, the official archive linked agendas and recordings but no minutes for either meeting. The reviewed documents do not establish the final Council action or an executed contract.

What the evidence does not establish

  • Final SSA establishment, contract award, construction completion or an individual levy/bill.
  • The legal SSA parcel boundary; nearby parcels cannot be assumed to owe a charge.
  • The executed SSA text resolving the draft cover’s Belle Plaine/Stewart label versus Washington/Harrison in the memo and body; the posted draft has blank vote and approval fields.
  • A cost overrun: March’s $507,483 estimate included engineering and construction, while September’s $512,851 is a construction bid. Those scopes are not directly comparable.
